It's a hot water cylinder fed straight from the mains, with no tank in the loft, which gives stronger pressure at the taps. Because the water is stored under pressure, it has safety valves that need regular checks, and work on it falls under Part G3 of the Building Regulations.
It usually means a safety valve is releasing excess pressure, which is the valve doing its job. It still points to a fault, often the expansion vessel, so keep clear of the pipe as the water may be hot and book a check.
Switch off the immersion heater and the boiler, then turn the water off at the stopcock if the leak is more than a drip. Put towels or a container down to protect the floor.
